Oliver Bell leads a consulting practice that values direct relationships emphasizing and developing leadership skills to help clients align goals for the greater good of all stakeholders.  Oliver has worked with employers across the country to help maintain positive, productive workforce relationships.  He has been involved in nearly 1,000 client engagements including over 200 labor campaigns with exceptional results.  His hi-energy work style focuses on leadership development, consensus building, and timely issue resolution.  His clients come from a range of industries including agriculture, aviation services, construction, customer service, healthcare, higher education, hospitality, logistics, manufacturing, mining & minerals, oil & gas, retail, security, technology, transportation, and utilities.

Recently, the company has developed a comprehensive program focused on character training and development. Mr. Bell is also the founder of the Texas Labor & Employee Relations Consortium which hosts meetings for senior operations, labor relations, and human resources leadership to discuss key workplace issues including changing trends and practical application of labor and employment law and regulations.  Bell regularly speaks on these trends for clients and professional conferences.

Mr. Bell was appointed to the Texas Board of Criminal Justice (TBCJ) by the Governor of Texas serving first as a member, board secretary, vice chairman, and then eight years as chairman.  As Chairman of the Board, Bell was responsible for the oversight of the $3.3 Billion, 40,000-employee Texas Department of Criminal Justice (TDCJ).  Mr. Bell also served as Chairman of the Board of Trustees for the 1,200-employee Windham School District, which supports TDCJ and is the largest geographic school district in the state of Texas.  Mr. Bell served on the board for a total of 11 years and departed as TDCJ was reporting some of its best performance metrics ever.

In September of 2015, the Governor appointed Mr. Bell to the Board of Regents at Texas Southern University (TSU) in Houston.  The regents oversee a student body of over 10,000 scholars and a staff and faculty of 1400 employees.  TSU is a Historically Black University consisting of 10 colleges and over 80 student organizations.  In April of 2018, the Governor appointed Mr. Bell to a second term on the board.  Mr. Bell chairs the Administration and Finance Committee.

A believer in life long education, Mr. Bell is currently a doctoral candidate in the organizational development and leadership program at the University of Southern California.  Bell is a graduate of the US Military Academy at West Point and is an Airborne-Ranger qualified former Army officer.  He served in the Federal Republic of Germany during the “cold war” patrolling the East-West German Inter-Zonal Border and commanded a “Border Mission” Armored Cavalry Troop.  This was followed by command of a rapid deployment Tank Company, and a tour as the Officer-In-Charge and co-developer of the US Army Scout Platoon Leader’s Course.  Mr. Bell was selected to attend graduate school and return to West Point to teach, but he declined to pursue a civilian career.

Mr. Bell is a member of the National Association of Corporate Directors where is certified as a “Board Governance Fellow.”  He is also a member of the 11th Armored Cavalry Regiment Association, the Association of the United States Army, and has sat on several nonprofit boards.  The Governor of Kentucky also appointed Mr. Bell an “Honorary Kentucky Colonel.”

After leaving active military service, Mr. Bell joined Mobil Oil’s Human Resources Group.  He left Mobil to pursue a career in labor relations consulting.  Mr. Bell rose to Vice President of a large labor relations consulting organization before leaving to form his company.

Mr. Bell resides north of Houston with his wife.  He has two daughters – one currently attending West Point and the other a recent West Point graduate who serves as an Army intelligence officer.
