Oliver Bell leads a labor relations consulting practice focused on leadership development, workplace collaboration, issue resolution, and value enhancement. He has been involved in nearly 1,000 client engagements with exceptional results. He clients come from a number of industries including: agriculture, aviation, construction, customer service, finance, healthcare, education, energy, government, hospitality, law enforcement, logistics, manufacturing, mining & minerals, retail, oil & gas, technology, and utilities.

The company is developing a program focused on character training and development recognizing that “What You Say and Do Matters!” ® Our belief is… you hire for talent, but you fire for character. Mr. Bell is also the founder of the Texas Labor & Employee Relations Consortium which hosts meetings for senior leadership on key workforce trends and labor issues. Bell regularly speaks on these topics for clients and professional conferences.

Mr. Bell was appointed to the Texas Parks and Wildlife Commission (TPWC) by the Governor of Texas in November of 2018. The commission oversees the management and conservation of the natural and cultural resources of Texas and provides hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations in a fiscally responsible manner. The organization is a national leader in natural resources conservation and outdoor recreational programs relying on the best available science to guide conservation decisions. The agency’s goal is to provide the highest standards of service, professionalism, fairness, courtesy, and respect to the citizens of Texas and our employees.

Mr. Bell’s previous public sector board service includes 11 years on the Texas Board of Criminal Justice – with eight years as chairman. Bell was responsible for the oversight of the $3.3 Billion, 40,000-employee Texas Department of Criminal Justice (TDCJ). Mr. Bell also served as  Chairman of the Windham School District (WSD) Board of Trustees. WSD is the largest geographic school district in the state of Texas. Other public sector board service includes appointment to the Board of Regents at Texas Southern University (TSU). The regents oversee a student body of more than 10,000 scholars and a staff and faculty of 1400 employees.  Bell  chaired the Administration and Finance Committee and the Presidential Search Committee.

A believer in life long education, Mr. Bell is currently a Doctor of Education candidate in the organizational development and leadership program at the University of Southern California. Bell is a graduate of the US Military Academy at West Point and was an Airborne-Ranger qualified Army officer. He served in the Federal Republic of Germany during the “cold war” patrolling the East-West German Inter-Zonal Border and commanded a “Border Mission” Armored Cavalry Troop. This was followed by command of a rapid deployment Tank Company, and a tour as the Officer-In-Charge and co-developer of the US Army Scout Platoon Leader’s Course. Bell was selected to return to West Point to teach but declined to pursue a civilian career.

Mr. Bell is a member of the National Association of Corporate Directors where is certified as a “Board Governance Fellow.” He is also a member of the 11th Armored Cavalry Regiment Association, the Association of the United States Army, and has sat on several  nonprofit boards. In addition, he is a volunteer with the Houston Livestock Show and Rodeo serving on the Armed Forces Appreciation Committee. Mr. Bell is also an “Honorary Kentucky Colonel” appointed by the Governor of Kentucky.

After leaving active military service, Mr. Bell joined Mobil Oil’s Human Resources Group.  He left Mobil to pursue a career in labor relations consulting. Mr. Bell rose to Vice President of a large labor relations consulting organization before leaving to form his own firm in May of 2000.

Mr. Bell lives north of Houston in Cleveland, Texas with his wife. He has two daughters – one currently attending West Point and the other a recent West Point graduate currently serving as an Army intelligence officer.
