Oliver Bell is a nationally recognized human resources and labor relations expert. He began work in this field more than 25 years ago, and he founded Oliver Bell, Inc. in 2000.

As the CEO of Oliver Bell, Inc. and its predecessors, Global Labor and Employment Strategies and E-Team Communications, Oliver has been nationally recognized for his labor relations campaign support work, workplace climate assessment, and leadership training. He began his career as a human resources generalist at Mobil Oil before joining a labor relations consulting firm, where he advanced from a role as a consultant to Vice President of West Coast Operations.

Oliver’s skills and talent have propelled him into the national spotlight. In 2011, Oliver was invited to testify on proposed rule changes to the union representation election process before the National Labor Relations Board. You can read his statement here.

In 2004 and again in 2009, the governor of Texas appointed Oliver to the Texas Board of Criminal Justice. The Board oversees the operations of the Texas Department of Criminal Justice, which employs more than 41,000 people, works with more than 5,000 vendors and contractors, and has an annual budget of $3.2 billion. In 2008, the governor asked Oliver to serve a term as Chairman of the nine-member Board. As Chairman, he works closely with other Board members and the agency director to accomplish the department’s core objectives in the areas of public safety, offender reintegration, and victim services. Oliver previously served as the Board’s Secretary and Vice Chairman, and he has chaired numerous committees, including health care, human resources, and internal audit.

In addition, Oliver serves as the Chairman of the Board of Trustees for the Windham School District. This school district employs more than 1,300 people and operates academic, vocational, cognitive intervention, and college programs to support the Texas Department of Criminal Justice. The District educates more than 70,000 offenders annually.

In 2011, Oliver founded the Texas Labor and Employment Consortium (TLERC). TLERC is a professional networking forum of senior human resources, labor relations, and business operations leaders from across Texas. TLERC gathers three times every year to discuss best practices and the latest issues in human resources and labor relations in union and nonunion workplaces. Membership is by invitation only.

Oliver graduated from one of the top leadership schools in the world, the United States Military Academy at West Point, with a bachelor’s degree in engineering. He went on to serve as an Army Reserve Captain and Major for almost 12 years and as an Army Lieutenant and Captain, stationed in both the U.S. and Europe, for more than 8 years.

He is a member of the Society for Human Resources Management, the West Point Association of Houston, the 11th Armored Cavalry Association, and the Association of the United States Army.
